Contribute to the sustainable development of the isolated communities through the use of renewable energies and this way facilitate the means for the payment generation, the reinforcement of their organizations, education, communication and training.

The Euro- Solar Program has a total budget of 30 million euros and is co-financed by the European Comission (80%) and the beneficiaries countries (20%).

Specific Objective

The aim is to contribute to the sustainable development of isolated communities through the use of renewable energies and this way ease the means for the income generation, the reinforcement of their organizations, education, communication and training.

For this purpose, the identified communities will receive autonomous infrastructure for the generation of electricity. The system consists of photovoltaic panels, wind generator and satellite dish, and will be connected to an education and sanitary area, providing electricity and Internet connection.

The generated energy will be used, in part, to facilitate the access to new technologies: The access to the Internet and to the Information technologies is a fundamental part of the programme's philosophy.

Due to the conditions of the surroundings in which these systems must be installed, Internet access should be provided through a satellite connection. The antennas needed for the connection must be integrated with the power generation system, in order to achieve a standard system.

Implementation

The implementation of the programme will be carried out in collaboration with local partners, particularly with governmental institutions directly related with the energy, education, health and telecommunications sectors of the different countries, and with the support of the European Commission's Country Delegations.

Duration

EURO-SOLAR program started its activities in the second half of 2006 and will last 48 months.

The beneficiary countries and partners

The program targets the eight poorest countries of Latin America: Guatemala, El Salvador, Honduras, Nicaragua, Ecuador, Peru, Bolivia and Paraguay.

Activities of ITER

Within the frame of this programme, ITER aims to guarantee the technical tools and the evaluation criteria for the equipment to effectively develop the program and to ensure that the target groups have an effective access to the benefits of the programme.

Offer technical support for the development of the EURO-SOLAR project activities. General objective: Contribute to the implementation of the EURO-SOLAR programme providing technical support. Specific objective: Participate in the implementation of the EURO-SOLAR programme offering a high-level technical expertise and developing visibility actions.

Description of the activities

Action 1. Preparation of the bidding proceedings for supply of equipments.
Maximum duration of the action: 6 months (01/01/2007 to 30/06/2007).

Action 2. Participation in the evaluation process.
Duration of the action: 2 months (01/03/2008 to 30/04/2008).

Action 3. Advice on the evaluation process of the technical reliability of the systems proposed by the suppliers.
Duration of the action: 2 months (01/5/2008 to 30/06/2008).

Action 4. Development of the basic Internet site of the project
Duration of the action: 14 months (01/06/2008 to 31/07/2009).
