Abstract

In the European Council Meeting that took part on October 30th of 2001 in Luxemburg, in relation to the creation of ERA - European Research Area-, it was recognized that for the development of a common research policy in the future, it was an essential fact to get the complementarity between research activities developed at community level and those developed by the member countries.

Also, in the Article 169 of Amsterdam Treaty,it was recomended to give benefits to the stablishment of pilot programs in the Sixth Framework Program. These benefits, as article 299 shows, are also applicable to ultraperipherical regions.

The Canaries are one of this seven regions in European Union, with French Guyana, Guadalupe archipielago, Martinica, island of Reunion, Azores and Madeira.

ERA - ISLA project (Renewable Energy, Elecytricity and Water in Ultra-peripherical regions), cofinanced by the European Union in the framework of the program "Energy, Environment and Sustainable Development", is born with the aim of creating a structure for the implementation of suitable solutions for power and water supply problems in ultra-peripherical regions.

To reach this objective , it will proceed with the identification of effective functional links between organizations and local, national or comunitary programs, having as result the strengthening of the European Research Area (ERA) by means of the exploration of new tools to be applied in the mentioned areas.
